You can use Alert property in oracle forms..
Check the syntax in forms builder HELP menu (F1 key) and search
Here is some example code from help menu..
Also look up "Show alert built-in"

WHat is the form version you are using? Or Is it for Oracle APPS ?
I am using Forms [32 Bit] Version 10.1.2.0.2.
As forms runs in a browser, i don't think you wil be able to popup a message in the system-tray of windows. You may show a messgae inside your forms-window. For that, you will need a timer (until Forms 11g, where you can use AQ), which periodically checks for new data.
