The answer to #1 is yes, they are different products. Oracle Enterprise Data Quality, formerly known as Datanomic, was purchased by Oracle last year. Oracle Data Profiling and Data Quality for Data Integrator are a different set of tools, which have gone to the wayside once OEDQ was released.
I'm not sure of the answer to #2.
1) "Oracle Data Quality & Profiling" (ODQ-ODP) and “Oracle Enterprise Data Quality" are 2 different products
Oracle Data Quality (ODQ) and Oracle Data Profiling (ODP) are an unique product that come from "Trillium" software.
= "Oracle Data Quality for Data Integration and Oracle Data Profiling 11g"
Oracle Enterprise Data Quality is another product. It comes from "Datanomic" software. I don't know very well this product.
Oracle has got the really good idea to put quite the same name to these 2 products :-/
2) I don't know. I suppose they are not described in the (poor) ODQ documentation ?

You can install ODQ on a local machine (it's fast), then initialize a new "data quality project" based on geography cleaning.
ODQ will ask you which country you want to take into account.
and according to this Oracle sheet, ODQ supports more than 240 countries.
I suppose Poland is among these 240 countries.
