I think you are in the wrong forum. The Database Cloud Service is a Platform-as-a-Service offering which delivers the functionality of the Oracle Database. It sounds like you are looking for something like Infrastructure-as-a-Service.
To store files in a database, you would use a BLOB or CLOB and retrieve with SQL. To store files in a file system, you would use the appropriate file system call. Once you get the file, there is no difference.
Sorry, allenc, it's still not clear. The way you access data in the Oracle Database Cloud is through an APEX application running in the Database Cloud, which uses SQL and PL/SQL, a Java app running in the Java Cloud, or through RESTful Web Services, which can have any SQL statement of PL/SQL block as an endpoint. That's it. You should be able to figure out which of these will address your particular area. You do not have access to any underlying infrastructure with the Database Cloud Service.
