You can avoid the pop-up prompt by editing the SetJavaHome line in your ...\sqldeveloper\sqldeveloper\bin\sqldeveloper.conf file. If you use 32-bit Windows, then the value for a default 32-bit Java SE JDK 6 update 31 install should be
SetJavaHome C:/Program Files/Java/jdk1.6.0_31or 64-bit Windows with 32-bit SQL Developer and 32-bit JDK:
SetJavaHome C:/Program Files (x86)/Java/jdk1.6.0_31or 64-bit Windows with 64-bit SQL Developer and 64-bit JDK:

Do you have the link to SQL Bundle ? I am getting the Red Gate link only !
However, i was able to correct the path as Gary Graham explained, it was not working if it is pointing to the JAVA under the Program Files, I had to switch to Program Files (x86)
I was able to start SQL Developer, but I got a new pop up that is giving me a warning, about the JAVA installed.
I wish there is a way to attach a screen shot !
