hi all. Any idea on why those tabs are disabled??

Oracle Advanced Benefits (OAB) must be installed in order to create a Life Event with Defined Person Changes. So a full install of OAB is a mandatory prerequisite to using Life Event Checklists.
So Please check, and Install Oracle Advanced Benefits (OAB) in order to set up life events.
This will resolve your issue.
All the metalink notes suggest the same.I just wanted to make sure if this is the cause for the Tabs being in disabled mode.
Anyways, when i query from the backend OAB is in shared mode.
Yes, this is the cause. OAB must be installed, but not necessarily implemented nor licensed to use it. Please refer to the Oracle support note "OAB\OSB Licensed to Use the Life Event Checklist Functionality? [ID 748543.1]". You can test this in a test/Dev environment first then proceed.
