Users were experiencing issues opening webforms with large number of rows. We were hoping that v18.104.22.168.300 SmartView would resolve this issue but initial tests show that having this version does not make any differences at all; in fact, it seems to be worse than v22.214.171.124.00 SmartView.
Assuming that the versions on the servers (ie, APS, Essbase and Planning) are the minimum versions required for v126.96.36.199.300 SmartView, does anyone have any explanation as to why this version is not delivering the expected performance improvements mentioned in the ReadMe document??

Difficult to say anything on performance issue until we dont get fiddler report, Smartview log files etc...
Try below if it helps :
In Smartview go to Options->advance and make sure the following options
1. Improve metadata storage.
2. Reduce Excel file size
Tim Tow wrote a blog on Samrt view performance, you can google it. Two things he mentions is
1. Make sure Use Excel formatting is turned on
2. Make sure repeat member names is set properly (I don't remember offhand if it should be on or off).

Excellent "left field" suggestion.
At the moment, we cannot access the settings for the AV application so I cannot confirm nor deny that this is the case.
Have you noticed a relationship between the AV excluding the ORACLE_HOME directory and performance?

Yes, a refresh that was taking over 45 seconds improved to less than a second immediately after the virus scanner was updated to exclude the ORACLE_HOME folder and subfolders.
That was a McAfee based system.
