Just a question:
Have you un-installed the 9.3.3 Smartvioe before you installed the 184.108.40.206.300?
In the past I had some client pc where exactly this was a problem.

No, We had 220.127.116.11.103 installed in this PC before.
But our user's PCs were installed with 9.3.3 smartview before. What did you do, to make it work ?
first of all: you have to know seven-of-nine! :-)
And - just for the records - I'm not a nerd at all... :-)

As I wrote: Uninstall 9.3.3 SV-Client from the box(es) restart and then make a new 11.x installation.
That should do the trick.
