    If that doesn't help, verify httpport is enabled:

    sqlplus / as sysdba

    SQL> select dbms_xdb.gethttpport from dual;

    In addition, post output from:

    findstr /v /r "^#" %systemroot%\system32\drivers\etc\hosts

    Example session below:

      (DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=ImUrFather)(PORT=1521)))
      (DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=ImUrFather)(PORT=8080))(Presentation=HTTP)(Session=RAW))

    C:\>sqlplus / as sysdba

    The change was restoring the previous database, right?

    Ok, xdb http port was disabled.
    You know the reason for this? Maybe client was using an "external" listener/web server?

    (DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=DISMART.server.local)(PORT=8080))(Presentation=HTTP)(Session=RAW))
    Success :)

    Now when I run the Get Started web page (http://127.0.0.1:8080/apex/f?p=4950) I get this:
    Error ERR-1014 Application not found.

    Does http://127.0.0.1:8080/apex or http://127.0.0.1:8080/apex/f?p=4550 work?

    Do you know the version of Apex installed? Find out if Apex was upgraded recently. Which would explain the "removal" of Get Started app (also if it exists or not might not matter to the client, basically Get started in itself does not make or break something).

    Not that I know of. The server is only running Oracle and nothing else.

    Apex was not manipulated in anyway that we know of. It was the default installation from the beginning.

    What can we do next to get the login page working?

    Try reloading the page.

    Try a different browser. What browser are you using? (in previous forum threads, indication of possible issues with some versions of Firefox and Chrome was reported)

    But a "blank" login page sounds somewhat familiar, and possibly also points to an (incomplete) Apex install/upgrade.

    What does the following return:

    sql> select version, status, schema, modified from dba_registry where comp_id='APEX';

    sql> select * from apex_release;

    Does the file apexins.sql exist on the host machine?

    XE included version of Apex is 4.0.2, I believe, so 4.1.1 would mean an upgrade was done or at least attempted. This is consistent with loss of Get Started app and possibly also the disabled http port.

    I would ask if anyone knows about the Apex upgrade, in particular for around 20th of August.

    Of course, there's the theoretical chance that db files restored was from a different XE install/database alltogether, why we see upgraded Apex, etc.

    Do you have a install*.log file? (install<date>.log)

    Possibly it was a patchset install. Do you have any files matching a search for apxpatch*.*?

    Do get the login page going again, try Post install step of Updating (uploading) the Images directory, for upgrade installs, per Install guide (or Patchset note).

    It seems your APEX Installation package doesn't reside in the directory you've passed to apxldimg.sql . This command is required to load the static contents for your APEX release into the XDB to make it available to be hosted using the Embedded PL/SQL Gateway (using XDB HTTP Server). Please make sure that
    1. The directory you pass to that script actually contains the unzipped APEX installation package
    2. the APEX installation package corresponds to the APEX version installed in your database instance
    3. the directory is at least readable for the OS account on whose behalf your database instance is being executed
