However in your special case it may well be that you opened the connections all at once.
For serverside loadbalancing PMON will inform the remote listeners about the actual status every 60 seconds.
So if all sessions are connecting at the same time, what you see might be expected.
If you use connection pools, and the features showed in the above whitepaper, this should equal over time.
To circumvent this from happening, it may help to use LOAD_BALANCE in the client tnsnames.ora as well.
Yesterday, We found that Load balancing may be not happening as during installation application team didnt used failover string to connect to DB so may be all connections were routing to DB2. Morning when I came in I found that the connections are evenly distributed.
Just need to check if load balanceing is happening or not. Please help me with a test case to check load balanceing from client end.
