Did you do any new installation or any modification on the system?
Open a command prompt and run lsnrctl status - post the output here
Go to your forms developer home directory and post the <forms_dev_home>\network\admin\tnsnames.ora
This is a new installation.
I do not know on what location I need to run the lsnrctl status. I shall figure it out and post my results soon.
Also, I do not have a tnsnames.ora file in the directory specified by you. Actually, my tnsnames.ora resides on network, for which I did set up in TNS_ADMIN in registry.
The tnsnames.ora file must be properly configured in order for you to connect. In version 11, the file is located in the Instance_Home\config. You cannot point it to a remote file. The file must be on the local machine with the installation. Attempting to access the file remotely is not supported.
