EJB's are not deployed in a WAR file but an EAR file. Could it be that you deployed it as a WAR ?
Try removing "/local" in <ejb-ref-name>, should look like:
I deployed first application as adf library and EJBs are inside adf library jar file.
I added that adf library in second application as stated in documentation and there are no details about using EJBs instead of business components.
That doesn't help... same exception.

Do I have to implement remote interface or local will do the job?
Do I have to provide path to ejb jar in ejb-link or ejb jar name is enough?
for the sake of the others having the same problem, could you please describe how you solved the problem?
Deployed Model project as ejb jar and ViewControler project as adf library.
Then added as separate libs in new application and it work.
