REGISTER EXTRACT fails with OCI error

I tried to set up Golden Gate as described in the Oracle Installation and Setup Guide (E35957-01).
But when it comes to the register extract command I get the following error:

GGSCI (LOG-DO-CPDUE1) 26> register extract ext1 database

T1 because of the following SQL error: OCI Error 439. See Extract user privilege

What is this OCI error 439?
What to do to solve the problem?

    WARNING OGG-02064 Oracle compatibility version 11.2.0.0.0
    has limited datatype support for integrated capture. Version 11.2.0.3 required
    for full support.

    Sounds like you have a compatibility issue, as in, you need to be on 11.2.0.3 like the message says.

    I installed:
    Oracle GoldenGate V11.2.1.0.3 for Oracle 11g 64bit on Windows 2003, 2008 (64bit)
    (File: V34342-01.zip). There is no Golden Gate Version 11.2.0.3.

    I was astonished about the warning, OGG-02064, because the database is:
    Oracle Database 11g Release 11.2.0.3.0 - 64bit Production
    I tend to ignore the warning for now.
    All data types we have are supported by this limited support.

    Ok, the OCI error 439 mentioned above obviously is ORA-00439

    I ran this command of chapter 11.9.3:

    SQL> alter system
    2 SET LOG_ARCHIVE_DEST_2='SERVICE=DUEARCH ASYNC OPTIONAL NOREGISTER
    3 VALID_FOR=(ONLINE_LOGFILES,PRIMARY_ROLE)DB_UNIQUE_NAME=duearch';

    and got this (re-translated into English by myself):

    alter system
    *
    ERROR in line 1:
    ORA-32017: error modifying SPFILE
    ORA-00439: Function not activated: Managed Standby

    What does

    select * from v$option
    where parameter = 'Managed Standby'

    tell?

    Are you running Enterprise Edition?
