I am running version 3.1.07.
1) I connect to the database as user and am able to see the tables that belong to this user.
However, when I do a " select * from table_name", no results come out but there are 4000 rows per row count.
STRANGE thing is: when I am logged in as SYS user, I can issue the query:
"select * from user.table_name" and I see the data set results with no issue.
I have already provided all privs and even tried DBA role to no avail.
There have been bugs in the past regarding not being able to see objects, or object details, in the Object Viewer and Schema Browser for which you have privileges. For example: Re: Viewing Tables/Schema
Not seeing query results in the Worksheet, however, means you do not own the object or have select privilege on it. If you are not the owner and have no specific object grants, then having the SELECT_CATALOG_ROLE role or SELECT ANY DICTIONARY system privilege permits viewing of the metadata only.
Are you absolutely certain you are the owner or otherwise have select privileges? Perhaps you trying to run a query against a table you can see but do not own under the Other Users node in the connections navigator tree?
You might also try upgrading to 3.2.2, but it sounds more like a privilege issue to me.

Another option: there are "policies" defined for this table.
"Policies" determine for each record of table if it is visible or not visible to certain user.
You can check if there are any "policies" in the following way:
View -> Reports -> Data Dictionary Reports -> Security -> Policies -> Policies
