There is no RCU 64 bits available... The 32 bits should work on a 64 bit JVM... RCU is pretty much a database script runner and you can even run RCU in a host other than the one you will install SOA...

I tried with 32 bit jvm for windows..In oracle database connectivity window..Intializing repository configuration metadata window failed...when I clicked "ok" message: oracle db version is not compatible..

The problem is not RCU... Oracle 188.8.131.52+ is supported... so I guess the problem is The specified user may not have sufficient privileges to perform this operation. User should have sysdba or dba privileges.
Make sure user has SYSDBA privileges and you select SYSDBA on RCU as well...

DB type: oracle database
Host name: locallost
Service Name: SOAK
still the same error..
Your configuration looks ok for me... Have a look at the Oracle Fusion Middleware Supported System Configurations and check the certification matrix... Open a SR with Oracle Support and ask them, maybe there are some known issues with your configuration...
