Is it possible to connect to 11g XE from 10g client?yes
If Yes, is there any limitations with the number of connection to 11g XE database?there is no direct limit for the number of connections (AFAIK)
however an XE database will use only 1 CPU core and 1 GB memory, so at some point, resources will be the limiting factors

There's no hardcoded limit, however there is an effective default limit of 40 concurrent connections and you could resolve this by
ALTER system SET processes = 200 scope=spfile;
Do I need to run the below PL/SQL?
I read in internet that, I need to run the above script to allow remote connections
Also, can I connect from remote computer to Oracle 11G XE database installed in Window Xp system?

web interface for Oracle 10g Express is limited to localhost connections only. To enable it from remote connection you use
DBMS_XDB.SETLISTENERLOCALACCESS (missing on Linux)

Yes you need to run that if you want remote users to access the Oracle Database XE graphical user interface.
