Yes, you can.
WebCenter Portal Application is an ADF Application too :).
If you have ADF JAR Library added to your WebCenter Portal App then you can use Data Control's and Task Flows provided by ADF JAR Library.
I am trying to access generic app module from portal class using following code:
String amDef = "com.sfr.module.GeneralAM";
String config = "GeneralAMLocal";
ApplicationModule am = Configuration.createRootApplicationModule(amDef, config);
I am getting am as null, other than adding adfLib in portal classpath do I need to do any additional configurations?
One more thing I can see POJO datacontrols get added to portal after adding adfLib, but AM datacontrols are not getting added.

Edited (previously commented DataBindings.cpx but it isn't necessary):
If your ADF JAR Lib is in your project classpath then at Data Controls (clicking in refresh) should appear your Data Control.
