Is this happening for all the users? Test this by sending the requisition to the user who is able to receive the PO notification.
first step would be here is: ask dba team to bounce workflow server and email server...this may solve your issue
2nd: if its happening for few users only then try to resend approval emails by logining in worflow admin resposibility.
Do you use a custom workflow or the seeded approval workflow?
