Welcome to oracle world.
Now is there any way that while restoring the rman backup of oracle 10.2.0.4 on new server I set the character set to AL32UTF32.Once you have the environment ready, use following note on "how to change the character set".
Changing the Database Character Set ( NLS_CHARACTERSET ) [ID 225912.1]
Thank you for your prompt response.
I read this document already in this it tells to use DMU.
But my question is that while restoring the rman backup of oracle 10g to new server plus new database oracle 11g. Before restoring it on new server is there any way possible to change it.
Thank you for your response.

*Change it on source before backup.
*Backup & Restore
You can not do character set conversion during restore process.
It means that either I have to change it before backup or after perform the full upgrade on new server oracle 11g and then convert the character set. Am I right?Yes, You are right.
I think as you are changing from WE8ISO8859P1 to AL32UTF8, so you do not need any tool.
Must read note,
