The ADF Runtimes for 220.127.116.11.0 are not certified or supported under WLS 10.3.2. See the certification matrix: http://www.oracle.com/technetwork/developer-tools/jdev/jdev11gr2-cert-405181.html#Application_Servers
Potentially a solution is to return to a JDeveloper version that supported 10.3.2 which is likely an 11gR1 release (i.e. 11.1.1.X.0). However while the IDE handles code being migrated up JDevelopers versions, it doesn't handle code being migrated back JDeveloper versions. This would require you to start your development again.

Can I run the war file of 18.104.22.168 version adf with the latest adf libraries in the Oracle weblogic server 10.3.2. Does applicaton independent of adf runtime available in 10.3.2.0.

I don't believe the 22.214.171.124.0 ADF Runtimes are compatible with WLS 10.3.2, thus why I referred you to the certification and support matrix. 126.96.36.199.0 must run on WLS 10.3.5.
