Increasing Forms scalability by adding WLS_FORMS managed servers

I've installed Weblogic 10.3.6 and Forms 11.1.2 into Windows 2008R2. This is our test environment.

In production environment we'll have two separate Win 2008R2 boxes behind a physical load balancer. My idea is to create a forms cluster within both boxes and add several WLS_FORMS managed servers to each cluster. The number of concurrent users is now around 500. This is may double in future years.
I've played with this setup in our test server. The setup seems to work ok. Requests are spread accross managed servers. I'm using the default algorithm (round-robin).

I have a couple of questions:

      1. What is the best way to increase Forms scalability, except bigger box? Additional managed servers or ...?
      2. Is there a way to automatically populate e.g. formsweb.cfg and *.env changes to all managed servers? I have not yet found any but writing a copy script. The production env will, of course, be quite stable. The test env is more flexible.
