Were you able to run successful test after creating the server?
If so, check: 1. That you can see the new connection from the application server tab
2. Check that the soa server is up and running
Is your SOA server version is 18.104.22.168 ? Ideally the Jdev version and the SOA Suite version should match.
You can also try deploying the composite through EM console
Yes, I was able to run a successful test after creating the server.
I am also able to see the server in the Application Server Tab.
I also did the health check and see that the Admin server says 'OK'. But the ManagedServer is 'SHUTDOWN'.

Yes, My SOA server version is 22.214.171.124 too.
Yes it is.
Your managed server must be in running mode.
Start it up:
Go to $DOMAIN_HOME\bin And run the command: startManagedWebLogic.cmd soa_server1
My two cents here,
Make sure your database layer is up and running, where you have SOA INFRA schema, before starting managed server.
I am having the same issue, were you able to resolve this, would you be so kind to let me know what was the fix?
I have JDEV 126.96.36.199, both my admin servers and managed servers are up and running, I can create Application Server connection with no problem, but I don't see any servers under SOA servers list when trying to deploy a composite.
