If you want to check the date when the last DDL was done on the table you can use the foll query
- select owner, object_name, last_ddl_time from dba_objects where object_name='YOUR_TABLE_NAME';
If you want to check the DML operations that are taking place on the table, you will have to enable auditng.

by enabling audit on the table for update ,delete and insert
Basicly if you want to keep information about table or system the first option is audit mechanisim. If you make search at forum or google, you can find good articles and blogs.
The second option you can type trigger for specific table for DML operation
The third option you can buy 3th party tool which is audit db operation which is expensive solution
