When you upgrade APEX to XE you lose db management app.
You can not get management application officially anywhere.
I did found this. But I'm not recommend try it.
Better handle db management tool like SQL Developer

It's not part of Apex, it's a specific/separate application with XE.
You are not the first. You might want to search the forums for previous discussions/ideas on the topic.
But as suggested, use SQL Developer. The current versions has added a couple DBA tools, and you could also use its sql script capabilities to save and have a set of scripts ready.
Having your own set of queries/statements for "db operations" should be part of the survival kit anyway.
One approach to this problem would be to export the XE DB Admin app from a R11 XE instance BEFORE applying an APEX 4.2 upgrade, then import the app into the APEX 4.2 environment.
To do this one needs to know the WORKSPACE name, admin username, and password to access the identification details of the XE DB Admin app.
I tried using the URL http:localhost:8080/apex/apex_admin and got to the Application Express Site admin account and used the 'admin' account name and password but recieved a message:
"Access denied by application security check" "Application access restricted to internal workspace users"
Is there an "Internal" workspace admin user name and password in the standard R11.2 XE installation?
