    Can you post content of error log / listener log.

    Remove the references to the EXTPROC if you are not currently planning to use External Procedure invocations, and retry to startup the listener.

    Try to start it up by means of the command line. Please post the output of the command:

    lsnrctl start

    lsnrctl status

    Look likes privilege issue ...are you able to start / stop listener manually.

    lsnrctl stop
    lsnrctl start
    lsnrctl status

    user is part of oradba group ?

    You are supposed to start the listener with the oracle user, if you are using a user different from this and the oracle directories where listener plans to write doesn't allow this operation, then the listener will fail to properly work.

    I am unable to start the listener manually.
    C:\net service start OracleXETNSListener.
    System error 5 has occurred.

    If you are still unable to start the listener, I suggest you to not to declare the EXTPROC address at the listener addresses and comment the extproc sid list.

    Guys if u r facing with "System Error 5 has occurred" in oracle while using windows then go to the installation directory of your oracle database, search for "startDB.bat". generally this file is in "C:\oraclexe\app\oracle\product\10.2.0\server\BIN" if you installed your oracle database in c:\oraclexe.
    then click on the file that will make ur database start again.

    For (windows 7 and windows vista)
    start that file as Administrator, and ur Database will be up in no time.. :)

    HI !!! Im very happy because I had the same problem and I could resolve it!!! I had changed my domain data and when I changed it again I could use the oracle database but when restarted my computer (with winXP) I had the next problem: I couldn't start the service oraclexetnslistener. Every time I tried to do it i get this message: oraclexetnslistener service local computer started and then stopped.
    To resolve it: Go to Start -> Run -> services.msc -> The services window will appear. Stop OracleServiceXE and OracleXETNSListener. Look for your LISTENER.ORA. In my computer it is on: C:\oraclexe\app\oracle\product\11.2.0\server\network\ADMIN.

    Write: 127.0.0.1 instead your HostName

    This is the content of my LISTENER.ORA:

    SID_LIST_LISTENER =
    (SID_LIST =
    (SID_DESC =
    (SID_NAME = PLSExtProc)
    (ORACLE_HOME = C:\oraclexe\app\oracle\product\11.2.0\server)
    (PROGRAM = extproc)
    )
    (SID_DESC =
    (SID_NAME = CLRExtProc)
    (ORACLE_HOME = C:\oraclexe\app\oracle\product\11.2.0\server)
    (PROGRAM = extproc)
    )
    )

    LISTENER =
    (DESCRIPTION_LIST =
    (DESCRIPTION =
    (ADDRESS = (PROTOCOL = IPC)(KEY = EXTPROC1))
    (ADDRESS = (PROTOCOL = TCP)(HOST = 127.0.0.1)(PORT = 1521))
    )
    )

    DEFAULT_SERVICE_LISTENER = (XE)

    I'm sorry I forgot to tell you that after doing all that you have to restart both services ... :)

    This was really helpful.
    I am using Windows 7 and my Oracle XE database was working fine. But suddenly after a restart it stopped working.
    I manually tried to start the listener service and XE and it was all shown as started/running, but I was not able to login to the database home page.

    Then starting the startDB.bat as an administrator did the trick and I am able to access the db home page.

    Thanks for your response.

    Regards,
    Vineet
