Oracle 11gR2 Express Edition ERROR: ORA-01034, ORA-27101

Hi everyone,
I recently formatted my system and reinstalled windows 7.

Now I have Qracle 11g R2 Express Edition installed with SQL Developer.
For some time everything worked fine den suddenly it stopped working.

When i try to connect using command line interface i get error:
ERROR:
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
Process ID: 0
Session ID: 0 Serial number: 0

when i try connecting via sqldeveloper:
Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

Also, If i go to services and restart OracleServiceXE i can connect for for 10-15 secs. but after dat same thing happens. Cant connect again. :(

Now I have visited lots of google links but this error is just not going away. I have my project submittion on tuesday. and i reallyy need someones help in getting my oracle up and running.

    My Environment variables that i manually set ->
    ORACLE_HOME -> C:\oraclexe\app\oracle\product\11.2.0\server\
    checked the path.. its correct ...(\server has to be there ryt??)
    ORACLE_SID -> XE

    OS Services for both listener & DB must be started & running before Oracle DB can be started.
    Oracle is the victim; not the culprit.
    Root cause & fix must be done at OS level.

    Pl confirm you are using a certified edition of 32-bit Win 7 - http://docs.oracle.com/cd/E17781_01/install.112/e18803/toc.htm#BABHICJH

    Home version or 64-bit Windows are not certified, so things may or may not work as advertised.

    No i am not using 32 bit.
    I have Windows 7 64 bit edition.

    Does dat mean i cant run oracle 11g xe on my system??

    Correct - 64-bit edition of 11g XE for Windows has been pending for a while - Re: XE 11.2 Windows 64

    Connect how? Via sqlplus or SQL Developer?

    Status of the service after 10-15 secs?

    What do you have in alert.log at (and around) this time?
