If your company has any support contracts with Oracle then there will be a single person in your company that is responsible for administering them .
That person will have a list of who has CSI's with the rights to open SR's.
That person will also have contact information as to who to speak to at Oracle for (possibly) getting new CSI's.
Find that person.
If your company doesn't have any support contracts, then Oracle classifies you as a non-customer and therefore you won't have access to any support.
