What is the status of partition index?
1. drop index
2. alter table
3. create index
All of my indexes are in USABLE state. I will try drop and re-create indexes and let you know.
Is there any other way to fix it?
Cannot issue DDL on a domain index partition marked as FAILED
Error Cause:Tried to issue a DROP/ALTER on a domain index partition in a FAILED state.
Action:Do ALTER INDEX REBUILD PARTITION to rebuild the index partition OR ALTER TABLE TRUNCATE PARTITION to mark the index partition as valid.

Did you have any errors or issues with the table prior to trying the split operation?
That error is related to a partition created/used by a domain index that you have on the table and may have existed before you tried the split.
