This is not the correct way to mention .jar/ejb file <ejb>test.admin.ejb.AdminCtrl.jar</ejb>
It should be like <ejb>statless.jar</ejb>
No need to give the entire package. Are you sure you are building the .jar in correct way?

I don't think there is anything wrong with the ejb element syntax, or the way the jar is built:
It has been working for many years in many servers (currently in OC4J, but Tomcat also).
The EJB deploys well to weblogic without the <java> reference, my issue is related to the <java> element.
You might be missing </module> ejb and client should defined in two different modules.
