Were did you get the info to build the html snippet? What steps have you taken to try and get past your block?

Section 15.2.6 reviews how to build a query resource file
section 15.2.7 shows a service example using a cached query type (CACHE_RESULT_TYPE = 5) . You should be able to follow that example to create the service definition.
Also, the Bex book (http://tinyurl.com/aaleq57) is a key development resource. In addition to this, you can find the HowToComponents (http://tinyurl.com/c6yzjx5) and they include many simple examples of what you're after.
Barring any feedback from my initial set of questions, I'd say that simple answer could be that you use the standard method of executing services via idocscript: 'executeService'.
As described in the reference material, query resource files are built into services. those services are then set as scriptable and then they are executable by any authorized user via idocscript.
