I am perfoming a upgradation from 188.8.131.52 to 184.108.40.206. This is the first time I am performing this task, so I need help you to assist me in this.
Should I have to download latest software from Oracle Support i.e 11.2..0.3 for this as a initial task???
Any important links for this will be helpful for me. I tried searching this in google but those are helpful or may I am not able to understand. :(

I have written out my exact notes that I used when upgrading from 10g to 11g. Although there might be differences and you should most definitely check the documentation, there will be a lot of similarities and this guide will help you upgrade.

Also, this might not be relevant to you because you are already on 11g but there was a new [url http://www.ora00600.com/scripts/11g/10g-to-11g-upgrade.html]Resource Manager Plan in 11g which was enabled by default and it caught me out after we had rolled the upgrade to PROD so check for that.

You can only download 220.127.116.11 patchset from My Oracle Support site. You cannot download it from OTN.
README with media gives high level upgrade instructions.
You need also to use Upgrade Guide: http://docs.oracle.com/cd/E11882_01/server.112/e23633/toc.htm.
As per your reply Oracle 18.104.22.168 software is not readily available in ORCALE Site. Only I can download the patch set of 22.214.171.124, which I wil be surely download for the site.
My first task wil be of creating a new ORACLE_HOME for the latest version. How can I do it if I dont have the software??
Please assist me as I am compeletly new to it..
Pl post your OS details. As noted above, 126.96.36.199 is only available from MOS for those customers who have a paid support contract with Oracle.

I will download the mentioned patch sets as I have metalink support id with Oracle Support. I will let you know if I face any issues.
Steps I have done is given below till now:-
Step 1:- I have created a new oracle home as "/u01/app_new/oracle/product/184.108.40.206/db_1" for the latest version.
My existing oracle home is at "/u01/app/oracle/product/11.2.0/db_1".
Step 2: Earlier I have downloaded 220.127.116.11 binaries and kept it in a location. I have start the runInstaller file and chosen the upgrade existing database.
Am I in a right track??
You need to download 18.104.22.168 from MOS and install it in the new ORACLE_HOME "/u01/app_new/oracle/product/22.214.171.124/db_1" before you can start the upgrade.
Pl follow the steps in the Upgrade Guide linked above.
Read through all the guides and write down the parts which apply to your environment and do the necessary checks. Once complete, you should have a full list of what needs to be done and in what order. Then double check it. Only then should you start attempting to upgrade your DB, even if it's DEV. An Oracle upgrade is where the saying "If you fail to plan, you plan to fail" comes from...If you don't plan it out properly I can guarantee you that it will not work first time.
