I've seen the same behavior in all versions and I was assuming its about Data format, and all % calculations are done in rpd using formula and I never used it for % calculations..
For run time % as you expecting can get using Pivot table right?

You mean I should mutiply 100 in RPD, then use the data format in answer, right?
However, sometimes customers should create query and create some new mesure columns .So we do not help them create these columns in RPD.
'Column Property'-->'Data Format' is for formatting the data. When you select Percentage in data format OBIEE assumes the data is percentage of some value. It is not a product problem.
In Criteria tab we can use column->fx for the same to create % measures based on available column in the subject area to create report level.
This is the way most of the people use it for table view or else using column options at Pivot table on report side if not go for pre-built % metrics using BMM layer.

As Hussain said , It is only for Formatting the data. it will display only '%'.
You have to keep the data int Percenatage only by Multiplying 100 in column FX.......example (a/b)*100 or c=a/b is calculated it RPD then either use c=(a/b)*100 in RPD or c*100 in column fx.
I dont find any complexity or Production problem over here ....... Its simple... thats the way all use it... you have to convince customer the way it is given to you.

I am new OBIEE developer, I have used Cognos,SSRS before, I remeber it is very easy to implement this simple requirment.
I have basic column A and B,so customers can do the query for A/B, then select 'Formatting the data'. it will mutiply 100 and add '%' symbol for suffixe automatically.
But in OBIEE ,it will display only '%'. So it is not convinent for customers to do query.
