I installed OracleXE 10g2 on serveral servers. Some of them work. But few failed with empty ordata\xe folder and missing registry enteries such as HKEY_LOCAL_MACHINE\SOFTWARE\ODBC\ODBCINST.INI\Oracle in XE and HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE.
Deinstall and cleared the files, folders and registry. Reinstall got the same result.

There is no difference as I aware. Same OS, same setting.
I tried manually copy the files to oradata\xe folder and manually create the registeries. Did not work.
In config\log\cloneDBCreation file, it shows below logs and I can see the clone database failed.
SQL> Create controlfile reuse set database "XE"
Create controlfile reuse set database "XE"The command could not even be issued because of instance being down -- error occured earlier on. Check log files from before above, e.g. CloneRmanRestore. Look at/sort file listing by modified date.
ERROR at line 1:
ORA-01034: ORACLE not available

We have several other windows 2008 R2 installed with no issues.
