Can anybody suggest or give me a clue on how to create tabs with drop down submenu items like the ones we have under products tab in the link below. Any suggestion is appreciated.

First option, look at the source HTML of the site you're looking at and see what libraries they use for their menus. It'll take some hunting but it's there to be found.

Second option, look for some libraries that do this kind of thing. They're typically javascript/jquery/css implementations.

I did one for a site using the Filament Group dropdown menu library. I believe they've turned their code over the the jquery UI program.

The example you have given is of a list and not of tabs.
With tabs you have a maximum of two levels: Parent tabs and standerd tabs.
Lists can have as many levels as you want.

In the example products has at least 3 levels
    1 >Products
    2 >>Applications
    3 >>>Siebel

So the very first question is: How many levels do you have to support now and in the future?
*More than 2 levels forget about tabs and go for lists
If this is for a new application?
*Start with using a list this willl give you far more options for way's to display but also adding a level in the future doesn't require a complete overhall of you apllications navigation.

Now if it is for a already existing application with a lot of tabs and no plans for a third level.
*Have a look at this plugin [url http://www.apex-plugin.com/oracle-apex-plugins/region-plugin/tab-menu_203.html] Tab menu  with the [url http://apex.oracle.com/pls/apex/f?p=VANBAREN_PLUGINS:TABSUBMENU&c=VANBAREN]demo .

This thread {thread:id=2465193} explains how to use the plugin to create a menu based on tabs that looks likes a list template using the "pull down menu" template
The list in your example uses the "pull down menu" template.

A warning about using the plugin. With just installing it the menu won't just magically appear there is a lot of configuration to be done by you.

Let us know which route you're going to take.
If you get stuck set up an example of what you have got on apex.oracle.com so it will be easier for us to help you.

What you see there is a list and not tabs it is really important to make the distinction. Otherwise we get a confusion of tongues. And nobody understanding each other any more.

The list you see there is created with standard APEX functionality.
