This typically happens when unzip instructions on the download page have not been followed - both zip files need to be unzipped into the same directory before ths install is started. Pl see previous discussions on this topic.
And "sb" is correct too - for Linux 6.x, you will need 220.127.116.11, which is only available from My Oracle Support (https://support.oracle.com), access to which is given to customers with a paid support contract.
As the others have pointed out, you need to make sure that all of the files are in one folder. If you have already extracted them you will probably find that the components folder is the only one in the 2nd zip file and the contents of it need to be copied/moved into the corresponding folder (components) of the first zip file extract.
