Try running the installer with a right click/run as Administrator.
And/or ensure your user is in the local admins group, with the later versions of Windows the admin rights are not what one is accustomed to. See if the Services got set up, should be maybe five of them (start/run/services.msc) but only two matter: oracle...ServiceXE and oracle...xetnslistener.
Some (lots) of folks have trouble getting the installer to succeed on win64. Maybe some have been able to get it to working, at the moment I don't have a win64 to confirm or deny.

Run Setup as admin worked.
