sqlldr NULLIF condition for the word 'NULL' in quotes

In my ctl file I have the line:
OPTIONALLY ENCLOSED BY '\'' AND '\''
the csv file:
NULL 'NULL' 'x,|''x'
How to tell sqlldr to insert first value as NULL and the second value as string?
