The most common cause of this issue is that the machine does not have a static IP address or the system path includes entries which include the parenthesis "(" symbol. The second issue has been corrected in 220.127.116.11. So, you can avoid this problem by using the 18.104.22.168 media to do your installation. The static IP address requirement remains regardless of the version you are using.
Be sure to read the Installation Guide and System Requirements doc.

I am using Windows7 32 bit operating system and weblogic 10.3.6 and Oracle fusion middle ware 10.1.2.0.0_32. I have made my ip adress static still i am facing the same problem. Please help me solving this problem.

If you are trying to use Application Server 10.1.2 with Weblogic Server 10.3.6, well this won't work either. Application Server 10.1.2.0 is obsolete and no longer supported. Further, 10.1.2.0 was never supported for use on Windows 7. At minimum, you would be required to patch it to 10.1.2.3, but regardless it won't work with WLS
