There are 2 way's to audit the tables or users of oracle database by using triggers or fine grain auditing.
Trigger's can be created by developer if they hare privileges. but the fine grain auditing can only be enabled by oracle DBA's.
To be more precise ,we can have triggers on the tables and the body of those triggers can contain a call to the oracle function sys_context. sys_context is a very powerful function and can return almost every login details .
audit_user := SYS_CONTEXT('USERENV', 'OS_USER')
