i already gave the restricted session privilege.
other information ;
oracle version = 188.8.131.52
operating system = Linux redhat 6.2
Copy & PASTE PLEASE WHAT you DID .
grant RESTRICTED SESSION to <USER>;
Did you bounce the DB? Try after bouncing the database, If its not production..
I already gave this privilige. but now this user still doesn' t connect to the database.
SQL> grant RESTRICTED SESSION to test;
This database is prod.
As per the document,
"In a single-instance environment without Oracle Restart, no user sessions are terminated or otherwise affected. Therefore, after placing an instance in restricted mode, consider killing (terminating) all current user sessions before performing administrative tasks."

Add "(UR=A)" in your tnsnames.ora file.
(SERVICE_NAME = <service>)
i tried two times.
SQL> shutdown immediate
ORACLE instance shut down.
SQL> startup restrict
ORACLE instance started.
Total System Global Area 801701888 bytes
Fixed Size 2232640 bytes
Variable Size 281022144 bytes
Database Buffers 511705088 bytes
Redo Buffers 6742016 bytes
after that, this user trid to connect to the database ;
he get following errors;
ORA-12526: TNS:listener: all appropriate instances are in restricted mode
i added the this line in my tnsnames.ora files.
But, it doesn' t work.
this problem is still continue.
Can you post the step by step commands, what you issued? (With errors also)
