I think you have to study "User Interface Defaults" APEX option (you can find it: SQL Workshop -> Utilities -> User Interface Defaults).
"User Interface Defaults are used to populate initial values for report column and item properties providing consistency across multiple pages in an application or multiple applications."
UI defaults are handy if you set them up before building the application, but as far as I know there is still no API to the page & item help.
The best you can do is set up your own tables, hook them in, and modify the relevant template to pull your information.
