          javascript:apex.submit({request:'APPROVE',set:{'P63_HEADER_ID':'#HEADER_ID#'}});

          Setting multiple page items:
           javascript:apex.submit({request:'APPROVE',set:{'P63_HEADER_ID':'#HEADER_ID#', 'ITEM_2':'ITEM_2_VALUE', 'ITEM_3':'ITEM_3_VALUE'}});
          Refer to this documentation:

            Hi Vedant,

            it's not possible to sent more than 1 request to the Apex engine.
            You could of course fill in multiple page or application items that, combined with the request, give it more meaning.

              Yes, my code snippet above sets more than one page item, not REQUEST. Sorry for not stating that explicitly.

                Just edited my earlier post to avoid any confusion to other users in the forum. Thanks for highlighting it.
