      How do I access the database on the free oracle apex service from a JAVA application on my local machine?

          You don't. The only public access to apex.oracle.com is through the APEX UI. Note also the following terms of use:

            This is not for production services. I only want to access my database from a JAVA application for testing without having to import the data.
