I think this means the Discover application can't see the associated Workbench application. Check the following:
1) You have got the associated Discover Endeca instance up and running - check you can log into it via http://localhost:8006/ , application "Discover", then look at the Experience Manager section, and also check via the reference application, e.g. http://localhost:8006/endeca_jspref > host=localhost, port=15002 (you should see all the product records)
2) The WEB-INF/assembler.properties file has the correct settings
3) This is the one that stumped me recently: check that the Endeca application name is the same case as the name in the properties file, e.g. both are "Discover" and not "discover/Discover"

I am facing the same issue as described above and I verified the steps suggested by Michael Peel. However, still not able to resolve the issue.
Looking for some pointers.
