CardManager not selectable?

Hello everybody.
I have a problem using a JCOP J3A081 chip.
The chip (NXP P5CC080HN, Package HVQFN32) ist in FUSE STATE: not fused and I can boot it without problems. But the CardManager is not selectable:

Do I have to fuse the chip before accessing the Cardmanager? Or does the CardManager has a special AID? Or do I have to set special registers in order to make the CardManager selectable?
