You can use open_form or call_form to open a form which will show the block in that form.
If i did not get you right, please explain a bit more..
Use GO_BLOCK built-in procedure.
Is the target block - in the same form, then just use "Go_Block('BlockName');

I have a main interface that contains 3 buttons (emp, dept, mgr) I want when I click on the button 'emp' interface opens in the main interface(*the buttons must remain in the main interface)*
is it possible ?

What about using separate stacked canvas for each block and showing the canvas based on the button click in the location you have shown in the uploaded image
I mean , If you create a stacked canvas for emp block when emp button is clicked you can show the canvas with show_view('emp_canvas')
No, you cannot open other forms "inside" the layout of a form. You can only show other canvases (search for stacked canvas in the forum).1 person found this helpful
But.. i would suggest to not put too much logic into one form. Its always better to have many small forms.
I created a stacked canvas, and I put "show_view ('stacked_emp')" in the trigger when-button-pressed, but the canvas is not displayed!!
set view port height and width properly then check
Forms always makes sure that the item which has the focus can be displayed. So, in order to show a canvas which e.g. a textitem, set the focus to that textitem using GO_ITEM.1 person found this helpful

And you have an item named 'E' and its placed on your stacked canvas? If so, were is your cursor after the code behind your button?
item 'E' belongs to the canvas 'stacked'.
