What did you do to get this message ? we have no crystal ball...
what do you mean do you want to open a file in forms builder if yes then check the file you are opening is it .fmb type or other . You can only open .fmb .pll .olb .mmb files with forms builder not .fmx .plx .mmx etc
Explain your scenario more so somebody can help you!

Usually you can see this message when you try to complie forms on the command line (under unix).
it just means that the file permissions are not set correctly. try to change them using chmod 777 *.fm* and ensure that the current user has write access to the destination directory
While compiling a form in unix i'm getting this error.
i user the command
frmcmp formname.fmb userid=userid/password@db
This kind of error may occur when you are ftping form file(.fmb) from local machine to server and compiling in unix location.
If the mode of transfer is not binary, in some cases, you may get this issue. Try this once ...
