Can anyone create rest service on apex.oracle.com? Old services are working fine but any new added failed with "500 - Internal Server Error".
- Create "RESTful Services Module"
- Name = "test"
- URI Template (Value Required) = "test"
- Create module
- Create Handler
- Method = GET
- Source type = PL/SQL
- Requires Secure Access = No
- Have got "500 - Internal Server Error"
Query : select 'ok' from dual also doesn't work
Looks like this is apex issue

Filed several days ago issue but still have no reaction. How can I report issue in other way?
BTW Did anyone try to reproduce?

Just a guess, but you're referencing things I've never heard of and are probably internal to Oracle. If you're a customer, you need a support identifier.
If you do work for Oracle, maybe you got someone to setup those REST services for you, and they stopped doing that? Just a guess.
Sounds like he is trying to run production level apps on oracle's hosted environment. A big no-no from what I understand. The hosted instance is for testing and demo'ing only..

I'd personally suggest you get in touch with Joel Kallman and take this offline and see if you can get it resolved. As for how to submit a bug, ask your manager. I have no idea how to submit an internal bug for a company I don't work with. Surely someone in your group knows.
