Do you have a jdk installed on your machine? You need java 1.6 jdk at least to run SQL Developer.
Go down to the bin directory in your sql developer install dir, and run the sqldeveloper.exe from there.
This will give you a command window and you'll see any error messages that are being generated.
There are plenty of blog posts out there where people have documented the exact steps to get SQL Developer going on their specific Linux derivative. Try checking those for help as well.

on system 2 i have fedora 18 and i have installed oracle db 11g and creeated a database, instance using dbca and listener using netca.
i also downloaded sql developer and when i double click the rpm file it says cannot install file. i also tried rpm -i <filename>..
still doesnt install.. please help..
Try using additional flags in your rpm command to get extra feedback:
Also, if your user does not have sufficient privileges, you would have to use sudo rpm .... For more information on rpm:
*rpm -Uvh* (for an upgrade) *rpm -ivh* (for a new installation)
