Success!!! Well I was able to recreate a problem in apex.oracle.com. Here is the link to my test application http://apex.oracle.com/pls/apex/f?p=68718:1:0:::::
The error only shows up if I select the "*Two Level Tabs - Right Sidebar (optional/table-based)*" template as a default template for a page. I'm using "Centered Blue" theme (#6).

Mahmoud, why do you ask if it is answered... You asked me to reproduce the problem on oracle apex site. I did. I was hoping you will take a look and provide the solution or open a bug. As my post says it is a problem and I reproduced it... so NO it is not resolved.

Please, give us the test workspace information to be able to update and test on the specified template

The workspace for the test case on apex.oracle.com is TMILOWSKI. Do you need my credentials to login?
Does anyone has an idea how to solve this problem?
We got the same issue in firefox and chrome as mentioned in the thread Rich text editors fail in 4.2 after the upgradation , and fixed by a solution given there in. Hope that will be helpful to you also.
