Your Oracle user have add in dba group. why you not log in throw (sqlplus "/as sysdba") ?????
share your sqlnet.ora file.
Check your binary permission and user's permission and compare with other working database in your environment.
Yes I used it previously.I had set one password for the sys user.now i have forgot the password.but the main problem is when i am connecting as sysdba its asking for password.as i have already forgot that cant able to relogin into it.even my problem is not solve after creation a new password file

Yes I can able to log into sqlplus using sysdba and already startup the database.
